I think you may have more ships than you think. VMC declared their ships to GPEO, and the ones in San Diego at the time are mostly still there, but at least half would have been returned to the USN. But with your donation of old FSX-CG land, in Maine, GPEO was able to construct more ships. I am still researching ships, most of the ships active in the USN are still USN, and the USN still would hold some power, and be using Norfolk and San Diego. GPEO held most of the US Gulf Coast, Florida, and began working to produces ships in Norfolk, and after Uatia donated Maine, the ships produced there would be ISC Built. I also found that the DDG-1000 is being built in one of the facilities occupied by ISC, as well as that weird triangle ship, constructed in Mobile. The Battleship in Hawaii is still under GPEO control, but one Battleship is in California. But, I never heard that anyone going to claim it.

As far as things are currently, San Diego is being prepared to be transferred to UDACOM, or the S-California Militia Forces. No one stated they were up for taking command, and Adrian left GPEO before I could deliver him command over that group. The Militias are of GPEO/US Influence. Logically and historically, VR-World wise, UDACOM only has command of the Cheyenne Facility, and most of the AWACS craft. After the GPEO/FSXF war, we dismantled the land based nukes. And I am not even sure how many submarines GPEO had, so the USN may still have its nukes, and those are under what the USN leadership would be.

We should respect that the USN would be operating as it is today, in the real world, minus the ships it would have lost during the GPEO/FSXF war. It is not right of us to claim leadership over US assets when we never really did research on them. I say the USN is its own independent entity, as well as the USAF and USMC. I made sure not to mark Marine bases unless we actually fought for them. We don't hold control over much of the USAF bases, only those we have come to influence over time, and fought for in battle. It is safe to say that the real US Military would also be operating out of bases we have, as they would in the real world.

Since Uatia does not currently possess the means or facilities to deal with, or tend to nuclear powered ships properly, I think Uatia should settle with conventional ships at this time. It would take at least 2 years to build such facility, after it completely secures Iraq. The Regan is in need of tending to, and if GPEO was unable to tend to it, Uatia is definitely not going to be able to get it moving. Nuclear ships need just as much time in port to be tended to as long as they can be at sea. The Regan needs at least 6 months of work done to get it back to sea, on top of an entire crew of 5,000 to 6,000 personnel to operate it properly. GPEO is willing to trade 2 conventional carriers (which are about to be sea worthy), for the Regan. However, Uatia will need to have a properly trained crew, which is why I propose that Uatian crews slowly be implemented into the crews of these ships. After about a year a properly trained Uatian Navy could be fully functional. Especially if using its new Iraqi citizens. There is also 5 conventional destroyers in the Persian Gulf that can be delivered right now if Uatia wants them, for support ships for those 2 conventional carriers. 5 DD's and 2 CV's for 1 CVN, in an official trade, which benefits Uatia. While 1 carrier is in port being replenished and refueled, the other carrier could be out at sea with some of those destroyers. GPEO also has 4 conventional submarines, all ready for action. GPEO also has a destroyer in a fleet near San Diego it could deliver there to support the Midway once it is operational in the Uatian Navy. That would take the entire Uatian Navy up to 3 CV's (Carriers), 6 DD's (Destroyers), and 4 SS's (Submarines). This fleet would be transitioned from GPEO to Uatian personnel within about a year. And there is a Battleship in California that could be reactivated within a year, if properly tended to, if taken to Norfolk, it could be up and running within half that time. There is also a Battleship in Hawaii, if towed to Norfolk it also could be activated in 6 to 7 months, plus the time it takes to get it to Norfolk.

The Uatian Naval Inventory would change from:

1 CVN
1 CV

to

3 CV's (enough for 240 aircraft, would require 15,000 to 18,000 personnel)
6 DD's (enough for 12 UH-60 type choppers, would require around 2,000 personnel)
4 SS's (would require 92 total personnel to operate)

In all, Uatia would need 20,000 personnel to operate this navy. Using the new Uatian citizens to take over command of these ships over time will enable them to learn the systems and get use to the naval ways. And if Uatia expands its borders to have 2 coasts, it will have a reason to have a navy. At the moment, Uatia has no need for a navy, other than for transporting equipment from its locations all over the world.

Wow. This is a good offer. I really appreciate your logic and offers but I'm afraid I cannot accept this.

Uatia has made a choice to go nuclear.

The Uatian Intelligence Committee is currently using cyber intelligence to research and teach the conscripted smartest high school graduates and volunteers how to operate nuclear reactors.

Our tanks are getting too big to be powered by conventional means. Therefor, Uatia is currently preparing to dismantle around 1/3rd of our nuclear weapons in order to build an entire fleet of nuclear powered tanks and other mechanical inventory which would include our navy.

We will keep the Reagan for training our nuclear apprentices.

However, I am still interested in the proposed inventory that you have offered me. Is there something else I can trade in return for those ships?

Since Uatia does not currently possess the amount of crew to man the several ships under the transfer list, GPEO would like to conduct a joint transfer treaty in which Uatian personnel or even conscripts would join the crews of the ships until full Uatian crews can officially take command.

We also note that the fighting in Iraq seems to have completely stopped, and the Corporatist forces have been looking to surrender on the Southern Front. If they officially surrender, then the Corporatist Forces to the north may also follow suit. This will officially end the war in the region and the Uatian Government will have the ability to formally establish. And the Corporatist Forces may leave the region once and for all.

The treaty can cover the adding of Uatian Government personnel rights to have a say so in where the ships may operate as well as the GPEO rights as to maintaining the security and safety of the ships, meaning the right to decline requests to operate in dangerous or hazardous to these ships and crew environments.

It can also cover the proper training programs for future Uatian crews and engineers so they may know and understand the proper manner in which to operate the ships safely and effectively. Which could mean GPEO Trainers being stationed in the newly established Uatia, as well as Uatians stationed in GPEO industrial districts all over the world. Uatians would have opportunities to expand their own personal horizons as well as bring what they learn back and apply it to the New Uatian Community. (just through of National Uatian Knights of the East)

The markings on the ships would display a Joint GPEO/Uatia Naval Flag, for proper identification, during this transferring process. Once the last GPEO crew members have walked off the ships in their own ports, their could be a ceremony symbolizing the complete transformation, and an official Uatian flag raised on the ships that end up completely transferred.

Note: this is not a treaty, it is an idea for a treaty, which can still be worked out and arranged to suit everyone.
